Your River City Section Officers

Brad Shelton,
River City Section Director

Brad is a Senior Engineering Geologist at the Central Valley Regional Water Quality Control Board where he oversees the Title 27 Permitting and Mining Unit.  Prior to this role he spent five years in the Site Cleanup Program at the Regional Board.  Before coming to the work for the State of California he worked in private consulting as a geologist for 11 years.  Brad has a BS in Geology from California State University Chico and he is a licensed Professional Geologist.  He has previously served as Director, President, and Secretary for the PECG River City Section.

Karmina Padgett,
River City Section President

Karmina is a Water Resource Control Engineer at the California State Water Resources Control Board in the Division of Financial Assistance, Safe and Affordable Drinking Water Section.  She has also worked in the Division of Water Rights in the 401 Water Quality Certifications Program.  Karmina received a BS in earth and environmental engineering, with a minor in sociology from Columbia University.  She has served as President (2018-2019) and Secretary (2017-2018) for the PECG River City Section.

Kevin Pfeiffer,
River City Section President Elect

Kevin is an Engineering Geologist with the State Water Resources Control Board in the Division of Water Quality Cannabis Regulatory Unit.  Kevin has been with the Water Boards for 5 years.  Prior to starting his career with the state, Kevin worked in hazardous waste management and mine remediation.  Kevin holds a BS in Geology from the University of California at Davis and is a licensed professional geologist.

Stephen Burke,
River City Section Vice President Rank and File

Stephen Burke is a graduate of the Cal Poly SLO engineering program in 2012 and began in 2015 working as a water resources engineer in the Division of Drinking Water, SWRCB.  In his free time Stephen serves as a PECG Section officer, a leader with Sierra Club’s youth program Inspiring Connections Outdoors, and currently working to bring a San Francisco based philanthropy to Sacramento, a chapter specifically for the greater Sacramento region.  Stephen is especially active maintaining frequent yoga, regular one-wheeling, persistent connection to community, traveling the great outdoors, and of course family time.

Moises Lopez,
River City Section Vice President Supervisory

Moises is a Supervising Telecommunications Engineer at the Governor’s Office of Emergency Services in the Microwave Division, Technical Services Branch.  Moises has over 25 years of experience working for private sector telecommunications companies and also worked in the Communications Division of California Public Utilities Commission.  Moises received a BS in Electrical Engineering from CSUS and a Master’s Degree in Organizational Development from University of San Francisco.  He is currently serving as VP Supervisory (2019-2020) for the PECG River City Section.

Timothy Chow,
River City Section Secretary

Tim is a Water Resource Control Engineer at the California State Water Resources Control Board in the Division of Water Rights, Permitting Section.  Prior to the start of his state service, Tim worked as an environmental specialist in the biotech industry and as an engineer in consulting.  He received his B.S. in environmental engineering from UC Riverside and is pursuing his master’s in civil engineering at Sacramento State.  He is currently serving as the Secretary for the PECG River City Section.

John Isberner,
River City Section Treasurer

John is a Water Resource Control Engineer at the California State Water Resources Control Board in the Division of Water rights Cannabis Regional Instream Policies Unit.  Before he worked for Water Rights, he started his career with Atkins working on floodplain management projects.  John received a BS in Civil Engineering from California State University-Sacramento.

Lang Khang,
River City Section Communications Committee / Learning Resources Committee

Lang has been a Water Resource Control Engineer with the Division of Water Rights since April 2016. He is a graduate from the Civil Engineering program at Sacramento State and recently acquired his PE in September 2019. Lang has an academic background focused on water resources modeling, hydrology, open channel, GIS, and data management. Lang currently serves on the River City’s Communications Committee and Learning Resources Committee.
